Healthy Start Coalition of Orange County (HSCOC) is a 501(c)3 not-for-profit organization that was established by legislation (F.S. 383.14) in 1992 to decrease Florida's high infant mortality rate and low birth weight babies and to improve health and developmental outcomes for all children.

​Healthy Start Coalitions across the state are charged with developing and implementing quality systems of care by funding maternal and child health programs in the community.
